President

Angelique Caley is a Licensed Clinical Social Worker, Licensed Substance Abuse Treatment Practitioner, Certified Sex Offender Treatment Provider, and Certified Advanced Alcohol and Drug Counselor. She is a Virginia Board-Approved Clinical Supervisor and is originally from New York, where she maintains her LCSW and CASAC licenses. Angelique has additional training in EMDR, DBT, BSFT, CBT, EFT, sexual and violence risk assessment, and child custody and permanency mediation.

She began her career as a social worker in 2008 and has since worked in various outpatient settings, providing treatment services for adults and children. Her primary career focus has been working with individuals who have engaged in harmful behaviors toward themselves or others, as well as those who have survived traumatic experiences.

Giving back to the field through teaching and mentorship is important to Angelique. She served as an adjunct college instructor for nine years, during which she developed and taught a course on skills for working with family violence issues. She has also delivered multiple presentations for agencies, colleges, and state-level conferences.

Angelique is professionally affiliated with the Association for the Treatment and Prevention of Sexual Abuse (ATSA), the National Association of Social Workers (NASW), the EMDR International Association (EMDRIA), the Association for Comprehensive Energy Psychology (ACEP), and the West Piedmont Trauma and Resiliency Community Network (WPTRCN). She is a member of, and serves on, the Board of the New York State Alliance for the Prevention of Sexual Abuse, and is the current Board Secretary for the New York State Association for the Treatment and Prevention of Sexual Abuse.

She currently lives in Virginia and works in private practice, where she provides home-based therapy services to bring mental health care to individuals and families in rural areas. Her practice specializes in working with youth and young adults who have been diagnosed with personality disorders; survived sexual abuse or human trafficking; have suicidal ideations or self-harming behaviors; and/or have engaged in harmful or problematic sexual behaviors. 

Past President

Larry Menzie, LCSWR, is the Co-Executive Director and Founder of two New York, Queens based agencies, Queens Counseling for Change (QCC), and New York Counseling for Change (NYCC). Receiving his MSW from Columbia University in 1994, he is a licensed clinical social worker with over 30 years of experience. In 2003, he and a fellow social worker developed QCC, an agency specializing in treating individuals accused of, or at risk of, engaging in community/family violence. As Co-Executive Director and a Clinician, Larry has been involved in the care of thousands of individuals attending services for problematic sexual behaviors, anger/aggression, bias/hate crimes, intimate partner violence, animal abuse/neglect, and/or community/family violence. As part of his agency’s mission he has overseen the master degree level training of several hundred students seeking degrees in social work, mental health counseling and forensic services. In addition, Larry has worked with several City and State agencies assisting them in developing practices and procedures related to the treatment and supervision associated with preventing and responding to sexual violence. 

Larry holds several leadership positions in organizations dedicated to preventing violence including President of the NYS Alliance for the Prevention of Sexual Abuse and Executive Board Member of the State Chapter of the Association for the Treatment and Prevention of Sexual Abuse (ATSA). Larry has been on the Boards since 2009. He has been President of the Alliance since 2014 and Treasurer of the NYS ATSA chapter since 2012. As President of the Alliance, he has updated the organizations name, established a scholarship in the name of the founding Director, obtained the organizations 501c3 charitable status, overseen the annual Conference since 2014, along with maintaining ties to the community to educate professionals on best and emerging practices in preventing and responding to sexual violence. 

Prior to his QCC work with community and family violence, Larry was a NYS Parole Officer for 10 years, worked part time in a NYC Pediatric and Adult Emergency Room, developed a LGBTQI+ community-based youth program, and led a team providing services for formerly homeless individuals in one of NYC’s largest SRO’s.  

Vice President

Dina McManus has been a Licensed Clinical Social Worker for over 25 years and currently maintains a private practice both in New York and North Carolina.  Dina recently retired from LaSalle School in Albany, NY after joining their staff in 2005. Prior to her retirement, she held a position as Director for Clinical Services overseeing clinical staff of LaSalle’s Specialized Treatment Services Program which includes both residential and outpatient programs. Many of the youth participating in these programs have engaged in sexually harmful behavior and suffer from complex trauma and mental health issues.

In addition to her work as a therapist, Dina has provided training and consultation services regionally and nationally on trauma informed care, adverse childhood experiences (ACEs), sexually harmful behavior, vicarious trauma and self-care. Dina worked with Forensic Mental Health Associates in Albany, NY providing individual and group treatment for adult sexual offenders. She has been a member of the Association for the Treatment of Sexual Abusers (ATSA) both nationally and in New York State since 2005 and currently is a member of the Board for NYS ATSA and The NYS Alliance.

Prior to joining LaSalle School, Dina worked with St. Anne Institute’s community based services program providing specialized treatment for children, adolescents and adults affected by trauma and sexual abuse.

Dina earned her bachelor’s and master’s degrees from the School of Social Welfare at the State University of New York at Albany, NY.

Treasurer

Gretchen Szymanski, LCSW, MBA is a dedicated advocate for sexual abuse prevention and trauma-informed care, serving on the Executive Board of the New York State Alliance for the Prevention of Sexual Abuse for over a decade. She brings over two decades of expertise in sexually harmful behavior, trauma, program development, and community collaboration. As the Chief Clinical Program Officer at Child and Family Services, in Buffalo, NY, Gretchen oversees a range of clinical programs, including outpatient counseling, home-based services, and children’s residential services. She provides strategic oversight ensuring quality care across multiple service areas. A dedicated advocate in her field, Gretchen has received numerous accolades, including the Buffalo Business First’s Women of Influence Award. She remains committed to driving meaningful change in the prevention and treatment of sexual abuse.

Secretary

Jennifer Cinicolo, LMHC-D, ATSA-F, has been a dedicated professional in the field since 2013, specializing in trauma-informed treatment and evaluation for justice-involved individuals. As the Assistant Director at Empire State Forensics, an outpatient practice, she plays a pivotal role in providing treatment for adult males and females who commit sexual harm, as well as emerging adults exhibiting problematic sexual behavior, including those responsible for college campus sexual assault. She also works with Non-Offending Minor Attracted Persons (NOMAPS), offering support to those managing their sexual attractions and seeking to improve their overall well-being.

Jennifer’s work extends to intensive, sex-offense-specific treatment through partnerships with the local and federal agencies. She co-leads and facilitates multiple treatment groups, contributing to the recovery and management of individuals in need.

In addition to her clinical work, Jennifer is a respected leader within the field. She serves as Past President of the NYS Chapter of ATSA (Association for the Treatment and Prevention of Sexual Abuse), where she leads initiatives to advance best practices and standards in the field. She also holds the position of Secretary on the board of the New York State Alliance for the Prevention of Sexual Abuse, and an elected committee member for the National Association for the Treatment and Prevention of Sexual Abuse’s Prevention Committee.

In 2023, Jennifer was honored with the ATSA Fellow designation, a distinction held by just 5% of ATSA’s members, further underscoring her commitment to excellence and professional development.

Katie Baker earned her Master’s in Mental Health Counseling from Medaille College in 2014. During her graduate studies, she completed internships at two prison programs, where she discovered her passion for working with individuals who have engaged in problematic sexual behaviors. Following her internship experience, Katie began her career at Endeavor Health Services (formerly Mid-Erie), where she has worked for over a decade in various roles, ranging from counselor to her current position as the Coordinator of Forensic Services. In her current role, Katie works with individuals recently released from civil management under Mental Hygiene Law Article 10, who are placed on Strict Intensive Supervision and Treatment (SIST), as well as those on NYS Parole and various county probations. She is passionate about program development, teaching and mentoring new staff, and providing high-quality client care. Katie has been an active member of the Experience Committee since 2021, helping to organize networking events for the joint conference. Additionally, she has served on the Alliance Board since 2023.

Kayla Malloy, MA, LMHC is the Director of Community Based Clinical Services Program at LaSalle School in Albany, NY. In her role, Ms. Malloy supervises and manages: an integrated substance use and mental health clinic for children, adolescents, and young adults; community based case management services through CFTSS; and a School Based Mental Health Program that services clients from all middle schools in Ulster County. Prior to her role as Associate Clinical Director,

Ms. Malloy was a clinical supervisor of community based services and a therapist who provided individual, group, and family therapy to residential males at LaSalle who engaged in problematic sexual behavior, fire setting, and/or had complex mental health needs. Ms. Malloy graduated from

The Sage Graduate School of Counseling and Community Psychology with a concentration in Forensic Mental Health. Prior to her graduate work, Ms. Malloy earned her baccalaureate degree in Psychology from Siena College. In addition to her work at LaSalle, Ms. Malloy taught a graduate course at Sage Graduate School for 5 years.

Board Member

Gilian Tenbergen is a research psychologist and aspiring social worker. She has a passion for integrating research into practice and understanding the development of paraphilic disorders. Since earning a Ph.D. in Clinical Psychology and Sexual Medicine from Hannover Medical School (Hannover, Germany), she has worked primarily in academic settings developing and teaching undergraduate psychology courses and supervising student research assistants. Recently, feeling a need to engage in more “hands-on” field work, Dr. Tenbergen transitioned to clinical work, beginning a new graduate program in social work. She engages in outpatient sex offender treatment, providing assessment, treatment, training, and program evaluations. She is also the Director of the Sexual Neuroendocrinology Lab (SeNeu Lab), whose research is dedicated to understanding the origins of paraphilic disorders. 

Dr. Tenbergen has published several works on the role of impulsivity in child sexual abuse, pedophilia, and sexual abuse prevention. She welcomes new collaboration initiatives and is passionate about ending sexual violence. 

Dr. Tenbergen recently served as the Executive Director of Prostasia Foundation and serves on the Boards of Directors of both New York State Alliance for the Prevention of Sexual Abuse and NYS ATSA. 

Board Member

Nancy Schmidt, LMSW received her Master’s degree in Social Work from SUNY/Albany. Nancy’s experience in the field of sex offender management began in 1990 as a Probation Officer co-facilitating treatment groups for probationers who committed sexual offenses and supervising the specialized caseload at Ulster County Probation Department. Nancy was instrumental in the expansion of treatment and supervision services for people who committed sexual offenses in Ulster County. After promotion to Supervisor, she had administrative oversight of the Ulster County Crime Victims Assistance program which also expanded significantly to provide additional services to victims of domestic violence and sexual assault. Nancy retired from her position as Ulster County Probation Director in 2023. She is currently employed at a community mental health agency as a therapist in their walk-in crisis program and mental health clinic. Nancy was Vice President of the NYS Alliance from 2015 -2023.

Bud Ballinger is a clinical and forensic psychologist and the Director of Treatment Services for NYS Secure Treatment and Rehabilitation Center (New York’s civil confinement program). He has a passion for integrating research into practice and enhancing therapeutic work with people who have engaged in harmful sexual behavior. Since earning a Ph.D. in clinical psychology from Texas Tech University in 2000 he has worked in inpatient, outpatient, correctional, and civil confinement programs providing treatment, training, clinical supervision, consultation, evaluation, and expert testimony. He developed New York’s intensive treatment program for high-risk incarcerated people who are likely candidates for civil confinement. He is a member of the Boards of Directors for the New York State Alliance for the Prevention of Sexual Abuse and NYS ATSA, past president of NYS ATSA, and an ATSA Fellow.

Dr. Bill O’Leary, PsyD has been working with victims and perpetrators of violent and sexual crimes for over 30 years. In 1999, he began his own consulting business named People Talk, Inc. Currently, he still teaches on a consultant basis, is a media consultant, a professor at SUNY Stony Brook, author of “Stop Letting Your Past Control You”, Vice President of the Stony Brook Fire Department, and works extensively as a forensic psychologist with law enforcement cases.

Andrew Binnie, LCSW-R has been practicing clinical social work in various forms for over 20 years. He graduated with his MSW from the University of Connecticut School of Social Work in 2003. Since then Andrew has held various positions providing outpatient therapy, both in private practice and in county government settings, to children, families, college aged students and adults. Initially Andrew’s clinical work focused on trauma survivors. Early on in his career Andrew also started working with and providing clinical treatment to youth with problematic sexual behaviors. Over time this led to working with adults who have caused sexual harm or who have been convicted of sexually related crimes. Andrew is trained in Cognitive Behavioral Therapies, Dialectical Behavior Therapy, International Critical Incident Stress Foundation (ICISF) Assisting Individuals in Crisis and Group Crisis, Eye Movement Desensitization and Reprocessing (EMDR) and Trauma Systems Therapy (TST). He has also trained extensively in the sexual risk assessment of adults and adolescents.

Currently Andrew is the clinical supervisor at the Ulster County Probation Department where he conducts forensic evaluations, works individually and runs treatment groups for adults convicted of sexual offenses, and supervises the outpatient treatment of probation involved youth. Additionally, Andrew serves on the Ulster County Sheriff’s Critical Incident Stress Management (CISM) Team that provides psychological first aid to first responders in and around Ulster County. In 2009 Andrew earned his Seminar Training in Field Instruction (SIFI) and has supervised many graduate students since then, and continues to do so as giving back to the next generation of social workers is important and rewarding to him.

Andrew is professionally affiliated with the New York State Association of Treatment and Prevention of Sexual Abuse (ATSA) and the New York State Alliance for the Prevention of Sexual Abuse. Andrew’s focus is on developing best practices to reduce sexual violence in the community and to treat adults and youth who have caused sexual harm.

Jay Herman, LCSW, has worked in the field of sexual violence prevention and education since 2013. Jay has worked with teens and adults in various settings including residential, educational, outpatient and private practice before joining the KB Forensics team. Jay is professionally affiliated as a member of the Association for the Treatment of Sexual Abusers (ATSA), as well as a member of the National Association of Social Workers (NASW). Jay has previously served as a board member of the Coalition Against Sexual and Domestic Violence (CASADA) and on the Dutchess County Human Rights Commission. They provide individual and group therapy, utilizing a person-centered and trauma responsive approach with cognitive-behavioral, somatic and psychodynamic modalities and view mental health through a social justice lens. Jay continues to work with KB Forensics, providing therapy to teens and court evaluations while running their private practice, Birdsong Psychotherapy.

Tyler Jansen is a Licensed Mental Health Counselor and have been practicing since 2017. He began working with at risk families and children focusing on behavioral changes that foster a healthy living environment. Mr. Jansen was introduced to the forensic work with his employment with Options Counseling Services and currently focuses the majority of his practice on issues as it relates to problematic sexual behavior and health.

Grounded in evidence-based methodologies, Mr. Jansen specializes in Cognitive Behavioral Therapy (CBT) and Motivational Interviewing, seamlessly integrating a strengths-focused approach to empower individuals towards positive change.

With a focus on both adolescents and adults, Mr. Jansen brings a nuanced understanding to the evaluation and treatment of adult and adolescent males grappling with sexually inappropriate and illegal behaviors. He navigates these sensitive issues with a blend of empathy, expertise, and a commitment to fostering a safe therapeutic space.

In addition to individual sessions, Mr. Jansen excels in group facilitation, recognizing the power of collective support in the healing process. He prides himself on building strong rapport with clients, establishing a collaborative partnership that is fundamental to the therapeutic journey.

A distinctive aspect of Mr. Jansen’s practice lies in a specialized interest in the intersection between engagement in sexual content and its impact on sexual health and behavior. This unique focus underscores his commitment to holistic care and a comprehensive understanding of the intricate dynamics shaping individuals’ lives.

Mr. Jansen graduated from Alfred University in 2017 with a Masters in Mental Health Counseling. Mr. Jansen is a member of National ATSA, NYS ATSA, and the American Counseling Association.

Antoinette Jones-Perrin, LCSW is a Licensed Clinical Social Worker and Clinical Director with extensive experience providing evidence-based mental health treatment to justice-involved and high-risk populations. She specializes in the assessment and treatment of problematic sexual behaviors, anger management, cognitive and behavioral distortions, and trauma-related disorders. Antoinette provides individual therapy utilizing evidence-based therapeutic models designed to reduce risk, promote accountability, and support long-term behavioral change.

With over three decades of experience across outpatient, inpatient, forensic, and community-based settings, Antoinette has worked extensively with adults diagnosed with serious mental illness, including individuals who are court-mandated, civilly committed, or involved with parole and probation systems. As Clinical Director at Queens Counseling for Change, she provides clinical oversight, supervision, and program leadership while maintaining a strong focus on trauma-informed, culturally responsive, and rehabilitation-oriented care. Her background includes conducting comprehensive clinical and risk assessments, developing individualized treatment plans, facilitating specialized individual and group therapy, and collaborating closely with legal, medical, and forensic professionals to ensure continuity of care.

Antoinette is known for her compassionate yet structured clinical approach, strong leadership in supervising multidisciplinary teams, and commitment to ethical, evidence-based practice. She holds a Master of Social Work from Adelphi University and is licensed by the New York State Education Department.
